The owner Onodera-san was a busy so we only got a short (the same 2 questions we always make) interview:

・Sendai has an unusual amount of green (environment) that makes it a good place to live. It's also close to both the mountains and the sea.
To the foreigners
・The food is delicious, isn't it? Make sure you also come eat our Gyutan (Cow tongue).

The Fukusuke restaurant is located in the underground (1st floor) of the Sakurai Rakukyoku building, which is a building in the "akedo" shopping street. You can find it through the neon name above the entrance, or the posters with the gyutan images and prices or by searching for the big clothes store called "Liza" that is right by it's side.
Fukusuke is a small restaurant with seats on the counter and a small elevated tatami floor with 2 tables for 4 persons e 1 table for 2 persons. The tables on the elevated tatami floor have the hole for the legs which is a very good thing if you're tall or not used to seating on the floor (or both). That and a good background music (this time it was bossa nova), having ar-conditioned in the summer make for a great ambience.
The dish I ate this day was the Gyutanyaki Teishoku (cooked cow tongue set), which included rice, salad, cooked gyutan and tail soup. The gyutan is cooked on the coal fire with only salt so, somewhat like the brazillian barbecue, you can really taste the meats flavor. The tail soup was also very good, the tail was a soft, fat and delicious meat.
Next time I'd like to go to Fukusuke to try it's famous Gyutan Shabu-Shabu.
